The City of Valparaiso adopted the PASER system as the uniform rating system for roadways. This system is used as a guide for maintenance and improvements of city streets. Over 50% of Valparaiso’s roadways are rated 9-10 on a scale of 1-10! The road asset management plan is updated annually and the 2025 plan is included for your review. I have requested the street map with the PASER ratings identified to be placed on the city website for public review.
Moving on to 2026 paving; I requested a ‘true up’ of the trash fees account, and the calculations dating back to 2019 are being compiled. City ordinances allow for the reallocation of a portion of the revenue generated from trash collection fees to be used for paving. The budget is set at a fixed amount each year and the true up is an essential task to insure revenue dedicated for reallocation to paving are used for that purpose. The city engineer will present his request for 2026 paving funds, including the trash fee allocated revenue true up, at a February 2026 council meeting.
